Department of Homeland Security Daily Open Source Infrastructure Report for 31 October 2005

October 29, The Seattle Times --
Leads sought in substation theft.

The theft recently of more than $7,000 worth of electrical equipment from Bonneville Power Administration's (BPA) Covington Substation in Kent, WQ, was added to the decade old BPA's Crime Witness Hotline program, which offers up to $25,000 for information leading to the arrest and conviction of those responsible for crimes.

The agency has some 350 substations in a six state area in the Northwest, and though many are fenced, many also are unattended during evenings and weekends, said Pete Jeter, the BPA's lead physical security specialist. He said thieves go for cabling, wires and other electrical components that are high in such materials as copper and aluminum, selling them to recyclers. He said that for the past two years, between one and three substations a month have been broken into.

SUBSTATION AND TRANSMISSION LINE SECURITY

EyeOn Substation SecurityFully Automated 24/7/365 Substation Video Surveillance from Lindsey Manufacturing Company

Fully Automated 24/7/365 Substation Video Surveillance
Inexpensive, Reliable, Scalable to meet your needs, Easy to Install

Video security systems rely heavily on manual monitoring where security professionals watch video streams, identify and flag inconsistencies, abnormalities and possible security breaches. This approach suffers from major weaknesses – Security professionals face fatigue and stress from continuous video monitoring, varying competency levels, need for continuous training, and employee turnover make this approach prohibitively expensive and impossible to scale down to a level that meets the security challenge facing utilities protecting remote substations and storage yards.

The Lindsey EyeOn Substation Security System utilizes a powerful video analysis solution based on the newest self-learning technology. The Lindsey EyeOn Substation Security System performs intelligent video analysis and fully automates video monitoring eliminating the need for a security person to monitor your substation. The Lindsey system automatically tracks and identifies objects, analyzes motion and extracts video intelligence from video streams. The EyeOn system performs video data mining and analysis and issues real-time electronic image capture of the intrusion at your substation to your secure web page at the EyeOn web site, your cell phone and or your pager.
